D3218HN, stuck in BurnIn mode

My monitor is stuck in burn in mode where it flashes through solid colors when connected to Dell laptop and powered on. I've gathered I can turn off this mode in the Factory Service Menu. However, I cannot figure out how to get the FSM. The buttons on this monitor are on the bottom right of the monitor and are, from left to right:

1, [down arrow], [up arrow], 2, [power]

I messaged Dell support team directly but they would not help me because the monitor is out of warranty. Can someone provide the steps to get to the FSM on this model?

Are you saying that if the D3218HN is connected to the PC via HDMI or VGA, when both the PC and D3218HN are powered on, that the Windows desktop does NOT appear on the D3218HN?

Did you power button reset?
* Turn the PC off
* Turn the D3218HN off
* Disconnect every cable (including the power cable) from the D3218HN
* Press the D3218HN power button in for 8 seconds (clears any residual power in the circuits)
* Reconnect the power cable and one video cable to the D3218HN and the PC
* Turn the D3218HN on, then the PC

Thanks for the reply @DELL-Chris M. Correct, the windows display does not appear on the D3218HN. I tried the specific steps of the power cycle you outlined below and as soon as the computer booted up, the D3218HN started into Burn In mode. I don't ever see anything other than Burn In mode on the D3218HN. I've tried recreating any other solution I could find to Burn In mode on this forum to no avail, but I did not find anyone else with this issue for this monitor. Please let me know if you have any other ideas. I still think FSM to disable Burn In mode could help, but there doesn't seem to be a way to access FSM on this monitor. Thanks, Brian
