DVI cable

I have an Inspiron 530. My monitor(E207WFP) flat panel came with a VGA cable already installed. It also, came with a DVI cable that has a port in the back of the monitor,but not one in the 530. Can I use the DVI with the 530???

If you wish to use the DVI cable, you will need to purchase a PCIExpress 16 video card with a DVI connection and install it into the PCI-E slot on the motherboard.  See item #25 on this image of your system mainboard:

Kudos to Dell for including free DVI cables with their monitors. Not all manufacturers do that.
 
Of course, in your case your PC doesn't have a graphics card with DVI. So as Steve mentioned, you'll need another graphics card if you want DVI.
 
For most intents and purposes, VGA works just fine. I use VGA on my PC and DVI on my laptop, but to be honest, for most things I can't tell the difference.
