Is there a computer with HDMI out port to test on the S2216H HDMI in port to see if DDM then works?

Hold down the SHIFT key while right-clicking on the DDM system tray icon, and then select "Save diagnostic report" from the popup menu. Then post the content of the file you saved here.

It doesn't look like your monitor is connected properly. Windows identifies it as "Generic Non-PnP Monitor" and (because) there is no EDID.

Check the physical cable connection between the laptop and the S2216H. If it is secure, try replacing the cable with another one. When you go into Windows Display Properties or Device Manager, your monitor should be identified as a DELL S2216H or minimally as a "Generic PnP Monitor".
