Dual Monitors On Optiplex 745

We have an Optiplex 745 in our Datacenter upon which I am asked to configure dual monitors.  It has an on-board VGA port and a Radeon X1300 card.  When a monitor is connected to both ports the pc won't even enter BIOS but displays an error telling us to disconnect on of the monitors.  I have changed the Primary Video setting in the BIOS from "Auto" to "On-Board" and back but the error continues.  What must be done in order to get both monitors to function?

What occurs when you power the PC off, disconnect the monitor going to the onboard VGA, connect only a monitor to the X1300, and then power that monitor and the PC on?

A monitor will function if connected to the X1300.

I have some more information on this.  The error message at startup is:

Message = “unsupported Video configuration detected”. Computer has an add-in graphic card, but the monitor cable is plugged into the integrated video connector.  To attach the monitor cable to the add-in graphics card:

1.       Shut down computer

2.       Plug monitor cable into add-iin graphics card

3.       Turn on computer

I believe this pc shipped from Dell with the add-in graphics card.  I would expect it to be able to be configured such that dual monitors will work.  I would appreciate some information on this.

* Nope. For years, the Optiplex line has automatically disabled the onboard video port when an add-in video card is installed. Dual monitors can only be done with an add-in card that has dual ports. The CP309 ATI Radeon HD2400 XT 256MB video card has a DMS-59 connector that requires the use of an adapter cable. The cable provides either two VGA or two DVI connectors.
