* Turn the monitor off * Disconnect all monitor cords from the computer * Turn the monitor on * The floating red/green/blue/white dialog box should appear on screen against a black background. Do you see the issue while in the Self Test mode?
Can you test the monitor on another PC? If yes and the smearing is not present, the issue is with the original PC video card driver or video card itself.

In Self-Test Mode, I can't see any of the smearing. In SafeMode it is definitely less.
