E70fb screen flickers

I have an E70fb that I purchased through Dell.   I notice that there is a flicker in the middle of the monitor that is quite annoying.   I have my resolution set at 1024x768 85 Hertz.   So I set the refresh rate lower to see if this changed anything.   I went all the way down to 60 (i don't have an override set for the refresh rate) and it didn't change anything.   This does this even on my new video card (it happened on the old one also.).  Is there a problem with my moniter, I wouldn't think this would happen?  Thanks

What is the type of monitor? I cannot make out which monitor you are talking about.

Sorry it's a ViewSonic 17" E70fb 17-inch PerfectFlat CRT Monitor

I had tried all of that.  I even plugged the monitor and tower into different power sources.

PatrickBateman,

Do you have any electrical devices next to the monitor that can cause a magnetic interference. Components like speakers,woofers,tv's,phones etc. If so,move them away from the monitor to see if that will help.
