It is most likely that your resolution is set to something that is not supported by that monitor.
When in safe mode right click the desktop and select the "settings" tab
Where it says "screen resolution" move the slider all the way to the left, and then hit the "apply" button. This will lower your screen resolution so that it can be ruled out.
Once you have set the resolution as low as you can get it and have hit the apply button then restart your machine. When everything comes up your resolution should be really low (making everything really big), but you should be able to see on your monitor after booting into normal mode.
You can then go back to where we lowered the resolution to raise it back up and find a resolution that the monitor likes and is higher than the minimum.
I haven't used WIn98 in a few years so some of those steps might be off slightly.
