also this Dell Knowledgebase article on stuck pixels which says:

'A display with 1 to 5 fixed pixels is within the industry standards, and is therefore considered an acceptable display.'

The standard (ISO 13406-2)is much more complicated. You can find a good description and discussion here: ISO Standard: What It Actually Says
