Optiplex 7040, green lines on monitor

Good day! 

Issue: our monitor now has flickering green lines below and we have no idea what may have caused this. I have already checked the hard drive's health and condition using Defragment and Optimize Drives and analyzing and optimizing the hard drives but of no use. I also already restarted it several times and unplugged its cables. It works well when print-screening the desktop. The search bar below the left corner can't be used and I can't search anything since it does not work even if I type. Attached below are some pictures for reference. Hope to hear from you soon.

* Restart the Optiplex, press F2 to enter the BIOS. How does the BIOS look?
* What specific Dell monitor model?
* How is the Dell monitor connecting to the Optiplex using which cable and ports on both?

Good day! My monitor's model is Dell UltraSharp U2417H. It is connected to the CPU via power cable, mDP connector (in), and USB upstream port

* Restart the Optiplex, press F2 to enter the BIOS. How does the BIOS look?

* Open the online U2417H User's Guide
* Run the Built-in Diagnostics, page 49
* If you do not see the issue, the fault lies with the Optiplex, not the U2417H

The U2417H is defective. Check the build date on rear label. If over 3 years, the warranty is most likely expired.

Replace it. The cost of diagnosis and repair by local TV/monitor repair service outweigh the current used market value of the monitor.

Noted with this, so do I need to replace my monitor due to this issue? Or can there be other solutions to fix the monitor? Thank you!
