P2210, PC HDMI to DisplayPort cable not working
I connect my Linux computer Thinkpad T490 with Dell Monitor P2210 using a PC HDMI to DisplayPort cable (HDMI port on my computer and Displayport on the monitor). The monitor went into power saving mode and when I pressed the monitor button it said, "There is no signal coming from my computer and Press any key on the keyboard or mouse to wake it up". I tried shut down my computer and unplug the monitor several times but the same message kept popping up. I tried with VGA-HDMI cable and it didn't work either.

@Jung99 Typical DisplayPort to HDMI cables only work for connecting a DisplayPort source to an HDMI input, not the other way around as you're attempting. This is because most -- but not all -- DisplayPort sources support "Dual Mode DisplayPort", which allows the source to fall back to sending an HDMI signal. But HDMI sources do not support sending a DisplayPort signal, and displays will not accept a native HDMI signal on their DisplayPort inputs.

Thanks i read the post. Just to be sure, a direct hdmi to dvi cable would work, wouldnt it? I tried PC HDMI out port --> HDMI to VGA cable --> Monitor VGA in port but it didnt work. On the screen it said, no VGA cable even though i have already plugged both ends in.

@Jung99 HDMI to VGA cables/adapters involve an active converter chip built into the cable/adapter because HDMI ports don't support sending a VGA signal natively -- and sometimes those cables don't work. HDMI to DVI works almost all the time. The reason I say "almost" is that I've read multiple reports of the XPS 15 9570's HDMI output not working when used with HDMI to DVI cables/adapters, which has been confirmed by multiple users testing multiple displays/adapters with multiple DVI displays. I'm not sure why that doesn't work since my understanding is that up to 1920x1200 resolution, HDMI and DVI are identical signals, but obviously something is broken there. But that's the only case I'm aware of. I've personally used HDMI to DVI cables successfully many times.
