P2419H, not playing below 50 FPS properly

I am having an issue with this monitor and video playback.
 
50 FPS and 60 FPS plays smoothly. But any frame rate lower than those plays choppy and the ghosting is severe at times. I've done the following troubleshooting measures and the issue still persists;
- Connected via HDMI and not DP which ruled out the cable being a problem
- Connected to my old system's GPU which played all videos fine without stutter and ghosting on my old AOC TN panel monitor. This ruled out the CPU being the problem.
- My old system runs Windows 7 and my new system runs Windows 10. This ruled out the Operating System being the problem
 
These are the specs of my new system.
CPU: Intel i7-7700
GPU: EVGA GTX 1060 6GB
Motherboard: Gigabyte Z270 Gaming 3
Hard Drive: Kingston HyperX 480GB SSD

Looking forward to some feedback as the I do like the overall build and I/Os of this monitor.

I don't follow your troubleshooting comparisons. Comparing the new P2419H IPS panel to the older AOC TN panel is not an equal comparison. It sounds like your stating that the P2419H is somehow causing the the frame rate to go lower than 60?

 

Open the P2419H Menu- Others and Factory Reset it (page 50).

 

The P2419H should be tested on the new PC GTX 1060 in both ways =


GTX 1060 DP out port --> P2419H DP to DP cable --> P2419H DP in port


GTX 1060 HDMI out port --> HDMI to HDMI cable --> P2419H HDMI in port

 

Old PC video card?
Specific AOC TN monitor model?
How was the AOC TN monitor connected to the new PC GTX 1060 using which ports and cable?

DVI to HDMI Cable

I did the steps you indicated but no improvement.

Don't have the AOC monitor anymore as it died a few weeks ago so can't test it on the GTX1060.

The problem I am having is that videos 50fps and 60fps are showing properly however frame rates between 20-30fps are showing choppy on both Zotac NVIDIA Ge Force 8400GS & EVGA NVIDIA GTX1060.

AOC E2343FK, TN panel, 1920x1080 60Hz
P2419H, IPS panel, 8 bit (6 bit + FRC) 1920x1080 60Hz

 

* Many hits on "GTX 1060 choppy videos".

 

* Is the P2419H driver installed? If yes, does the P2419H appear in the Device Manager?

 

* If DDM (Dell Display Manager) is installed, uninstall it, reboot the PC and retest

Based on the many hits found for, "GTX 1060 choppy videos", I do not think that this P2419H built on 9/19/18 is causing the issue. I think that the fault has to be in the operating system or the Nvidia driver. You should post the issue on the Nvidia GeForce forums.

Both my graphics cards are encountering this issue which rules out the GTX 1060. I'll be returning this monitor.
