P2422HE, USB-C/HDMI, No Signal

I recently bought P2422HE and tried to connect it to my Dell notebook, however, both USB-C and HDMI didn't work.
I saw this line in users guide "If your notebook requires more than 65 W to operate and the battery is drained, it may not be powered up or charged with the USB PD port of this monitor". So I'm wondering in this case, which way should I do to connect them.

Click the DELL-Cares username. On the right click, "Send this user a private message". Provide to them the private P2422HE Service Tag and private Laptop Service Tag.

For our users out here to assist in troubleshooting, provide more data.

* What specific Dell Laptop model?
* Disconnect all monitor video cables from the Laptop
* Connect the provided AC power adapter to the Laptop power port
* Open the Laptop lid
* Turn the Laptop on
- Does it turn on and get into Windows?
- Is the Laptop battery charging?
