None of the Dell D, E, G, P, S, SE, Alienware monitors have full macOS support from Dell. As a consideration to macOS users, on some of these monitors we did provide a firmware update that can be run from the macOS.
When we go to the P2723QE drivers page we see that only Windows 8.1/10/11 are listed under "Operating system".
For Dell to assist, you must replicate the flicker on a Windows OS PC.
One macOS user posted this workaround = * Enter the P2723QE Menu OSD * Go to Display * Change USB-C Prioritization to High Resolution * Go to Others * Change DDC/CI to Off
