S2209Wb, blank screen, blinking white power button

I have a Dell monitor S2209Wb and a Dell Inspiron computer. several months ago we had a power interruption and when I tried to start my computer, I had a hard time getting the monitor to start back up. It was white for a long time. I kept turning the computer off and on and it finally started. A couple days ago a circuit breaker tripped while the computer was in use. Upon start up, the monitor was white for a while. Now the screen is black and the power light is blinking white. I cannot turn the power off with the button. I think the computer is working fine. When I turn it on, I can hear it working and I can hear the windows start up music. Everything is plugged into a surge protector. I have been reading some of the solutions on here and I have tried to unplug everything and hold the button in and then plug back in. Maybe I am missing something. Most of the solutions are for different colored lights on the power button. I didn't find anything for blinking white light. Is my monitor done or what? I hope not. It has been a good one.

If the monitor fails its self-test, it is faulty. Open the User's Guide. Go to page 27.

THANKS CHRIS,

I CAN'T RUN ANY KIND OF A TEST BECAUSE THE SCREEN WILL NOT LIGHT UP.

IT IS BLACK AND THE POWER BUTTON IS CONSTANTLY BLINKING WHITE. I

CANNOT TURN IT ON OR OFF. ONLY UNPLUG IT. I THOUGHT THERE MIGHT BE A WAY TO RESET IT OR

SOMETHING. I  AM GOING TO TRY TO BORROW A MONITOR TO TRY. MAYBE I CAN GET A CABLE 

TO TRY TOO.

THANKS FOR THE LINK TO THE MANUAL. ALTHOUGH  I MAY NEVER NEED IT AGAIN. I DID READ EVERYTHING

* Disconnect all cables from the monitor (including the power cable)
* Press and hold in the monitor power button for 10 seconds
* Reconnect only the power cable to the monitor
* Try to turn the monitor on. If nothing appears, the monitor is faulty
