* Turn the computer and monitor off
* Disconnect all cables from the monitor including the power cable
* Press the monitor power button in for 30 seconds
* Reconnect the monitor cables to the monitor and the computer video card. There should only be one video cable connecting the monitor to the video card
* Turn the monitor on, then the computer and retest

The power button on the monitor isn't really a "button" it's just a touch sensor so would holding it down for 30 seconds still work?

Good point. Test it on another computer. If the issue follows the monitor, get it exchanged.

I used my old monitor and it doesn't seem to have the same problem as the newer one

so I've used the dell monitor on my old computer for a while and it has the same problems with the power saving mode. i also used my old monitor with my new computer and there hasn't been any problems. im starting to think that the monitor can't be fixed.
