The manual says it's available for Movie and Game presets. But what input are you using? The manual doesn't say it's only available on certain inputs, but that might matter.
I'm using displayport v1.2 cable. Windows 10 downloaded and installed the drivers for the monitor himself. A little while ago i downloaded the driver for monitor from the Dell Website and Dell Display Manager. I deleted the Windows monitor driver and installed the original driver and now I have access to Dynamic contrast!
Based on your other thread on the Precision Fixed Workstations board, you chose Preset Modes Game 1 so Dynamic Contrast is on by default, thus greyed out. Choose one of the other non-Game Preset Modes and see if Dynamic Contrast is then available.
Open the Nvidia Control Panel and search for, "Dynamic contrast enhancement". If found, disable or turn it off. Close all Windows, and restart the Precision T7600. Then check the AMD FreeSync S2419HGF Menu- Display. Is Dynamic Contrast now available?

On every preset Dynamic Contrast is grayed. After reset and back to factory default is still grayed.

Dynamic contrast enhancement is removed from control panel few drivers ago.

Yes, but Dynamic Contrast is still grayed. I'll tried my monitor with AMD Radeon VII GPU but problem is still here.
