Side note: the monitor does turn on, but the screen remains blank and when a source does try to connect it will flash blank and then black and then back to blank.

Please disconnect all the cables (including the power cable) from the S2716DGR, then press and hold down the power button for 10 seconds. Connect only the power cord and start the S2716DGR. Check to see if there is any activity when you press the buttons on the S2716DGR or any message on the screen.
Was this S2716DGR purchased from a retailer or directly from Dell?
