List all of the video out ports on the XPS 15 laptop. I would first forego the dock and connect the XPS 15 laptop directly to the S2817Q. This will show us the XPS 15 laptop video out port resolution capability. You may find that one port can do 3840x2160 60Hz while the other cannot. So test that first. Understand, a dock cannot "upgrade" the laptops video out ports.
The S2817Q USB upstream cable must be connected directly to the laptop USB port to give you usage of the two bottom USB downstream ports.
