S3221QS, keeps flashing and LED backlight problem

Question

Unpacked monitor from the box and turned it on, immediately flashes on and off every several seconds indefinitely. Also appears to have a LED backlight problem, running from bottom center up to about center right. I attached pictures of the on and off states. The off state shows the backlight issue better. The on state, the screen is noticeably brighter.

Reply to the private message from the DELL-Cares agent with your private S3221QS Service Tag number.

* Turn the AMD FreeSync S3221QS monitor off
* Disconnect every cable (including power) from the S3221QS
* Press and hold the power button for 5 seconds
* Reconnect only the power cable to the S3221QS
* Run the stand alone Built-in diagnostics, page 63. Does it flash during the test? Post pictures of the diagnostic colored screens so we can check the overall uniformity
