Do you mean the 13 year old 2010 ST2420L monitor? If yes, that issue usually means that none of the ST2420L video in ports (DVI/HDMI/VGA) are receiving an active signal from the PC. But, since the laptop and HDMI to HDMI cable work on a different monitor, then the ST2420L could be defective.
Try this = * Turn the ST2420L off * Disconnect every cable from the ST2420L * Press and hold in the ST2420L power button for 8 seconds * Reconnect ONLY the power cable to the ST2420L * Turn the ST2420L on. Does the Self-Test (page 29) appear? - If no, the ST2420L is defective - If yes, reconnect the HDMI to HDMI cable the turned on Laptop and retest
