The ST2310 monitor was released for sale in 2009. Windows 10 was not released for sale until 2014. You can see on the ST2310 driver page that when released, we only supported Windows XP/Vista/7/8.
A Windows 10 PC should at least identify the 11 year old ST2310 as a "default PNP monitor".
Just to clarify the physical setup, you should not be using the Inspiron 3671 top onboard HDMI out port and VGA out port. You should be connecting the ST2310 to the bottom added GeForce GTX 1650 video card.
Inspiron 3671 GeForce GTX 1650 HDMI out port --> HDMI to HDMI cable --> ST2310 HDMI in port -or- Inspiron 3671 GeForce GTX 1650 DVI out port --> DVI to DVI cable --> ST2310 DVI in port
