Service Tag or Express SVC code doesn't work, can't contact Dell

As the title says, I can't contact dell support because my service tag or express code doesn't work. I have a P2415Q in Japan. It has some very visible bright pixels. I tried going through both the US and Japanese dell sites. No luck.

This is absolutely ridiculous. There are zero methods of contact for help when the service tag codes aren't working as they should be. Please if there is anyone who can do anything about it, I need help.

This is a ridiculous loophole that no one is willing to help me on. Basically I bought a defected monitor with zero warranty from a certified seller, worthy of a serious complaint file.
