Text Bleed, Monitor or Video Card?

Hello All,
I purchased a Dell E521 a few months ago, I also got a Dell 20 Inch monitor at the same time. Everything worked well out of the box, except some problems with poor frame rates while gaming, but aside from that everything was OK. Eventually I noticed on websites that had a light background with dark text, or vice versa that there was streaks that ran left to right across the monitor. This problem got increasingly worse over time and now I have trouble distinguishing some words depending on the site and the color contrast between background and text. I have been working with a Dell rep for a solution, but it seems to me that there is little interest on Dell's end to replace the monitor so I'm guessing i'll be stuck with this problem/monitor.
I have read that in certain models the bleed is generated from the video card and or video connection. Does anyone have any definitive answer on this? Apparently text bleed and backlight bleed are common among Dell LCD's.
Suggestions?

Here's a link to my system configuration:
The montor is:
E207WFP
The Video card is actually on-board, if I remember correctly it's the 6150LE.

I have reloaded the drivers. I used Dell's version and NVidia's version.
I'll give the one you linked a shot and see if there's a difference, but I'm fairly certain that's the one
I installed. Last time I re-installed the drivers was November-ish so I should have gotten that one based on the release date.
I'll let you know what happens.

I installed the version you linked there, it didn't help. I'm pretty sure that's the driver I already had.
