The USB cable does not provide a video signal. It only turns the four USB downstream ports on.
You have to use the U2312M video in ports (DisplayPort/DVI/VGA) to receive a video signal from the PC.
In your case = Laptop HDMI out port --> HDMI to DVI cable --> U2312HM DVI in port -or- Laptop HDMI out port --> HDMI to VGA cable --> U2312HM VGA in port
