To be complete, I should then say that I had the same problem with the previous configuration, where the "non permanent" computer was the same Tablet PC connected via HDMI, but the "permanent" PC was a Precision M4700 with Docking station (not a TB16) connected to the U2413's miniDP port.
The symptom was the same: if the Tablet PC/HDMI was booted with the M4700/miniDP turned OFF, the U2413 would not wake up. Only physically disconnecting the M4700 to let the Tablet PC boot and the U2413 wake up would help (or boot the M4700 first).
So we can safely assume the TB16 isn't the culprit.
I'd say that an obscure bug in the U2413 makes it 'refuse' recognizing a valid HDMI connection when a powered off device is connected via DP or miniDP, probably with some other factors that I haven't been able to isolate.

You can see here on the out of warranty U2413 driver page that Dell never posted any firmware updates.
I would remove the TB16 dock from the troubleshooting scenario. You could connect like this and see if the U2413 input switching works =
Precision 5530 HDMI out port --> HDMI to HDMI cable --> U2413 HDMI in port
Tablet PC mDP out port --> U2413 mDP to DP cable --> U2413 DP in port
