In a single monitor setup, DP 1.2 should be disabled since you will not be using the DP out port on the U2415. You lost me on your setup. Rewrite them like this so I can see what you are doing =
PC Nvidia 1060 MiniDP out port --> U2415 mDP to DP cable --> U2415 DP in port
PC Nvidia 1060 HDMI out port --> retail HDMI to HDMI cable --> U2415 HDMI in port
Not sure what DP to DP cable you are testing, but consider getting a new one to test.

I use 2 monitor at the same time dell u2410 and u2415.
PC--->u2410 DP (no problem)
PC--->u2415 mDP (no problem)
but if I use u2415 with DP(option 1.2 enabled) this blink on and off random mode.

I would test the U2415 on all three DP out ports with DP 1.2 off, then on. So six test. If the issue continues, get it exchanged.

Ok. Disconnect the U2410 and all of its cables from the computer and video card. I only want you to test the U2415.
* Turn the computer and U2415 off
* Connect like this = Zotak 1060 DP #1 out port --> DP to DP cable --> U2415 DP in port
* Turn the U2514 on, then the computer
* Retest
* Turn the computer and U2415 off
* Connect like this = Zotak 1060 DP #2 out port --> DP to DP cable --> U2415 DP in port
* Turn the U2514 on, then the computer
* Retest
* Turn the computer and U2415 off
* Connect like this = Zotak 1060 DP #3 out port --> DP to DP cable --> U2415 DP in port
* Turn the U2514 on, then the computer
* Retest
