U2421HE, Intel NUC 10i5fnh1, cannot install driver

Hello,

I cannot install the monitor operating system driver. The installer keep saying "The driver configuration is unchanged (exit code = -536870329) You may need to install the driver manually.". it also fails to install manually in Device Manager with error message "windows encountered error to install this driver.". I got an issue when my pc wake up from sleep refresh rate will turn down 30Hz by itself make screen flicker. I had to go to display adaptor properties to change it back to 59/60 Hz.(it's a bit annoy.). I'm  using U2421HE connect via USB Type-C cable with PC and this monitor daisy chained with U2419 via DP port. Please advise how do I fix this problem?
