I'm having the same problem but mainly for YouTube videos at 1440p or higher resolution only and when the scroll bar mininizes. The blurry issue seems to go away after I disable Intel UHD Graphics 620 through the Device Manager window but it comes back when I re-enable it which leads me to believe that it might be caused by the GPU.
Hi @Amir-Terani , I wasn't able to permanently resolve it. My workaround so far has been to install a free application called OBS studio and leave the app open and minimized which fixes the issue. The OBS Studio app records the screen.
