Built on September 14, 2015. Based on that, warranty expired on September 14, 2018. The service tag number (if it has one), might show different data.
There is nothing in the FSM that could effect stuck pixels. Sometimes you can "exercise" a stuck pixel to correct it.
* Go here * Click the blue, "Launch JScreenFix" button * Drag the pixel fixer over the stuck pixel and leave running for at least 10 minutes * Then minimize the browser window
* Turn the monitor off, then on * If the pixel is still stuck, repeat the above 10 minute pixel exercise
* Turn the monitor off * Press and hold buttons Brightness/Contrast and Menu in and then press the power button. Then release all three buttons at the same time * Press the Preset Modes button. The FSM (Factory Service Menu) should appear

That is not the internal FSM (Factory Service Menu). That is the standard user menu. A Dell monitor FSM looks like this =

The FSM is the only place I have ever seen power on hours.
