sorry but I can't get to a place to run anything on it....it goes immediately from the screen that identifies the computer to the error message....Windows if it loads doesn't show

What happens when you press F12 at startup? Are you able to run diagnostics?
Additionally, we will need to know the following:
* What specific computer model?
* What video card is installed in the computer?
* What video out ports are on the video card?
* What specific Dell 24" monitor model?
