horizontal lines across display

I have a Dimension 8300 which displays the "Alert Low System VOltage" every time I start up.  I have gone ahead and plugged directly into an outlet, which seems to have worked.  I now have another problem, which may or may not be associated with the above.  My LCD display has several horizontal lines across the screen which completely skews everything!  Is there something I can do to fix this problem?  or does my monitor need replaced?

Jilly1,

Does the issue appear during the monitor Self Test? If not, the monitor is fine.
* Turn off the monitor
* Plug the monitor power cord directly into the wall socket to remove any surge protectors or APCs from the troubleshooting equation
* Unplug the monitor video cable from the back of the computer
* Turn on the monitor
* The floating dialog box should appear on-screen (against a black background)

Does the issue appear in Safemode? If yes, the problem could be with your video video card itself.
* Click Start- Turn Off Computer- Restart
* At the blue Dell, tap F8 to bring up the Windows boot menu
* Scroll to and select Safe Mode, press the Enter key
* Select the first or only operating system, press the Enter key
