unclear display, horizontal lines

I have a Dimension XPS T600r. Service tag DH2TE with the Dell 19 in monitor. All of a sudden the colors are not clear  and there are gray or shadow like horizontal lines on the screen.When I click on the start programs etc, the shadow follows what ever item I'm on. Would this be the monitor or maybe a bad video card. It just happened. Not a gradual thing but today when I powered up there it was. Thanks George

first, make sure there are no bent or broken pins on the monitor connector or the port at the back of the computer. next, unplug the monitor's video cable but leave the power cord connected & switch on the computer, you should see a self-test (red-white & blue box bouncing on the screen). if you have an extra monitor (make sure that this works fine) plug it in your system & check to see if the problem persists, if not, the monitor is bad. if yes, the video card is bad.
