video prob after win 7 upgrade

I have a studio xps 457, i7 920 processor, radeon 4870 1g graphics card, s2409w monitor was running vista home premium 64 bit and as soon as i upgraded to windows 7 home premium 64 bit my screen has "shrunk"  I have about a 2" black stripe around the edge of my monitor, the text and icons are blurry, so it looks as if it is only using 22" of the 24" available, the mouse stops at the edge of the visible screen it doesn't disappear behind the black stripe. I spent 2 hours on the phone with microsoft as they tried updating drivers and such, NO LUCK.  They said i should contact you guys as it seems to be a compatability issue. Can you help?

is the resolution up from the default  value

Do you have the resolution set at 1,920 by 1,080?

Have you installed the latest drivers from the ATI website?

yes latest drivers did not help a microsoft tech linked to my pc and verified they were the latest

is the monitor certified for windows 7 it might not be

How would i know if it is certified for windows 7?

There are Windows 7 S2409W drivers. Also, open the ATI Catalyst Control Center, under DTV (HDMI) 3 Scaling Options, Select 0% and Apply.
