Which OS version are you running? Page 351 shows how to do it on OS10 https://dell.to/3zwYYkz. OS 9 should be similar. Let us know if you have any additional questions.
I'm unsure you would be referring to configuring the switch telnet or client telnet configuration? Once you have managed to set IP on vlan 1, connect the patch cable via LAN port on switch to laptop and set same subnet ip address on laptop and access the switch. You also can refer to page 39 on the previous user guide that Josh provided, for terminal emulator settings.
