Area Code issue using Fax Wizard

I have a new Dell Dimension 4600i with a Conexant D850 56K V.9xDFVc Data/Fax Modem.  I am trying to set up the diling preferences such that I can dial from a 281 area code to another 281, 713 or 832 area code without the Wizard inserting a "1" in front of the area code, thus making it a lond distance call.  In our area, we must use a 10-digit number to call into these three area codes, but they are local calls, not long distance.  If you dial with the "1", the call will not go through.

I have double checked the box that wants to know if you want to insert the "1" to make sure it is not checked.

Can anyone assist in this issue?  Incidentally, I use cable to connect to the Internet.
