I know you mentioned installing the drivers for the 8260AC card, but have you also tried installing the separate drivers and software for the bluetooth?

At this second link you should also see separate drivers and software for each. If none of these work, please direct message me your Service Tag.
If this doesn't work you could also try Intel's Driver update utility: http://dell.to/2dihILs
Please let me know if you have any luck. On a side note was this a new install of Windows or has the Bluetooth ever worked? If none of these choices work, please Direct Message me your Service Tag (please do not post it in the thread).
