This could be an issue with the Bluetooth card not detected.
Check if the Bluetooth card is detected in Device manager:
Click on search charm and type Device Manage.
Select Device Manager and window that opens.
Expand Network adapters from right pane.
This will list the bluetooth network card installed in the machine.
