Cannot reset ISP address

I'm having a problem with connecting my Dell Dimension 4600 computer to the internet via my cable modem.
 
I contacted my ISP and we discovered that I had an ISP address that starts with 169.  We attempted to "reset the stack" but were unable to do this.  The ISP technician said it was a problem with the computer's software and referred me to Dell.
 
Any help would be greatly appreciated.

I think all the "169" address means is that you are not connecting (which is kind of circular reasoning)

In other words, I think that "address" has special meaning and is actually like an error code.

I would try using Device Manager to "Remove" (logically) the network adapter and then let Windows discover it again upon shutdown and re-boot

I have the same problem w/ my ISP.......i'm a little computer illiterate so could someone give me a step by step on how to reconnect.    Where is the "device manager"?     pls let me know.   thx.

At "My Computer" use RIGHT-click

From the drop down, select "Properties"

Click "Hardware" (TAB)

Click "Device Manager" button

I tried the solution recommended by BBraxton and it worked.  I'm up and running again.  Thanks for your help!
