I received a clue after doing a Search for "iexplore.exe" in the error dialog
"The procedure entry point SHRegGetValueW could not be located in the dynamic link library SHLWAPI.dll"
I googled to see what that dll is about.
The "live" copy is 393 KB 4/19/2004 12:31PM
but there is another copy

Now I have hard-coded a NAT (internal) TCP/IP address and this enables me to use the NIC to connect to our Domain and copy files.

The D600 Latitude can connect to the LAN but not to the Internet (using NIC).
Until I get the internet connection to work through the Ethernet cable, I am not going to try wireless.
Please post the "ipconfig /all" output for both adapters. There was evidence in the one you posted for the wireless adapter that not all the settings were obtained by DHCP. Specifically, for the locally configured network (169.254) there should not be a gateway, yet there was one set. The fact that you can reach other machines on the LAN but nothing beyond it suggests that the manual settings for the Ethernet adapter may not include the correct gateway.
I can connect to our entire network and go into folders on servers but am not allowed to rename this computer in the domain; also I am not allowed to use the Wizard to join the domain. The error dialog says it cannot contact the Domain to take these kinds of actions. This is through the Ethernet. I cannot get the wireless to work at all.
At this point I'd suggest either a repair reinstall, or a full reinstall, of XP. One of the programs you removed, "FreshUI", is apparently a registry "tweaker". Since we have no idea what modifications have been made to the system, attempting to troubleshoot a networking problem doesn't seem likely to be successful until the Operating System is brought to a known state.
Here are two articles that should help you with the reinstall. This one is
from Denny Denham, a respected Forum Regular. The reference to Paul Thurrott's Supersite for Windows found in Denny's instructions is well worth studying. Dell Support also provides an XP reinstallation guide, which is found
here. If you have questions about reinstalling XP, I'd suggest posting them to the Software/XP board. If there are still networking problems after the system's been repaired or reinstalled, post them back to this board.
That sounds good to me! One set of documents you'll need is the
Dell XP Reinstall Guides for the D600. Note especially the one about the D600 Chipset driver. Without that one, none of the devices integrated on the motherboard will work correctly.
I'd also suggest getting a copy of the XP Service Pack 2 CD. There's no better time to install SP2 than during a full system installation. Some computer stores have free copies of the CD available. It can also be ordered from Microsoft. The CD seems to be arriving within a week after it's ordered. Installing from CD rather than from a copy downloaded via Windows Update seems to lead to fewer problems during the installation.

"The only way" I can get the connection to our Domain is to "hard code" an internal TCP/IP address the 10.5.1.xxx
DHCP is not giving me; DNS is not giving me.
The reason I got this system is that my boss (who got it into this state/condition) gave up on it.
I have seen error messages involving:

"Apoint\Ap*something
and "FreshUI" (which I did an Add/Remove program and "blew away")

I found that "gcasServ" is part of the Microsoft antiSpyware Beta which is running on this D600.
Also, since I could not see or get to Norton AV corporate, I uninstalled it after also installing Avast!
I requested a boot-time scan so will see what might turn up.
Also, I have not found out yet what "Apoint" is and, as I said, I already uninstalled "FreshUI" exe
