D600 wireless adapter issues

I have a dell d600 my work provided that does not have integrated wi-fi.  I have a Belkin f5d8010 pre-n unit that I am trying to get to work.  As soon as I insert the adapter in to the pcmcia slot the laptop freezes and will not respond.  As soon as I remove the card it is operational again.  Our tech onsite thought it might be a bad slot in the laptop so he replaced the entire motherboard.  This did not fix it.  Before we swapped Mobo's we installed the card in a C series laptop to test the card, it is operational. 
 
We also upgraded the BIOS to A16.  We cannot figure out why it isn't working and so far Dell and Belkin support have done nothing but point fingers back and forth.
 
Any ideas on something I could possibly check?

Both laptops are XP Pro.
 
The driver I'm trying to install for the unit is 1.2.0.80.

Is there a difference of OS's between the two laptops? What driver version for the Belkin adapter are you using on the D600?

In the Device Manager for the D600 is there a PCMCIA controller listed? Any yellow marks?

the PCMCIA part of device manager lists o2micro oz711ec1 smartcardbus controller with no yellow marks.

Try this?
 
Download the O2Micro Chipset, Notebook System software from the Dell website (links below) for your laptop. Install them onto your laptop while it is Safe Mode, in the following order:
1) Dell Notebook System
2) O2Micro Chipset
3) Belkin adapter driver
 
Reboot your laptop and see if it fixes the issue?

i was able to get the first package installed but am getting a: 1607: unable to install installshield scripting runtime error when installing the other two while in safe mode.

Okay, the Dell driver webpage lists 2 Chipset drivers(Intel and O2Micro), I assumed one, or the other. However, I'm not to familiar with Latitudes and maybe they require both chipsets to be installed on the system. Suggest checking w/ IT department at work or contact Dell tech support for assistance?

oddly enough it allowed me to install the PCMCIA driver when normally logged in but the adapter still doesn't work. I'll try tech support again
