It is hard to say which is the culprit right now..the NIC or the AP (note the DWL-1000AP is not a router but an old 802.11b Access Point...if you bought it thinking it is a router you may want to send it back straight away....It is so old DLink doesn't even support it anymore.)
First things first, does the NIC appear correctly in Device Manager? I would like to rule this out first. Do you have a router or switch you can plug into (perhaps your cable modem) and verify this works ok. If so...
Set the speed of your Nic to 10Mbps Half Duplex. Now connect to the Access Point and see if you still get no link light. If your Nic worked on the cable modem and doesn't work connected to the AP, your AP is most likely bad. You can try resetting the AP with a paper clip in the Reset hole, but I don't think this will resolve your isse. As DLink stopped selling these in 2002, your only hope would be to try and get your money back from wherever you bought the AP from and get a "modern" wireless router (DLink, Netgear, Linksys, and others are good.)
With very few exceptions, I am not a fan of AP only devices in the home.
