The problem is more related to noisy phone lines than the init string IMO. Try removing the init string entirely and have your tele co test the line to see if there's noise on it. Often the tele co will insert a switch in the line to better provide service to a growing area. If they did this, the only way you will a faster connection is to convience them to make a direct connection to their substation from your house. (An in-line switching station will defenitely slow the connection down, as much as line noise.) Last resort, consider DSL or cable.
