What program is reporting the "Error Message 678"?
If the device provided by Verizon is in fact a router, you may have two routers in series. That frequently causes problems. Exactly what manufacturer and model number is the Verizon-provided router? If it's indeed a router, the best solution may be to reconfigure the Verizon-provided device as a "bridge", or have it share its IP address with the TM2300. But what's possible depends on exactly what the Verizon-provided device is.

This Verizon Support article describes how to change the operating mode of the Westell 2200 router from PPPoE to bridge mode. I'm disappointed that Verizon was unable to provide this information to you from their support documentation. While the Verizon page illustrates a Linksys router, the same principles apply to the TM 2300.
After changing the Westell to bridge mode, the TM 2300 has to be set up to do the PPPoE login that was formerly done by the Westell. That's described in
this section of the TM2300 manual.
