Well, I think I have solved my own problem, and the solution may benefit many who experience the inability to access their modem with the message that it is in use. I went to Add/Remove Programs under Control Panel and simply uninstalled (removed) the Dell Modem On Hold program. Apparently this function seems to "kick in" and tie up the modem; unclear as to why it would, but since I never used the program, decided to get rid of it, and that seems to have solved this little mystery.

Very often a problem is posted on one of these boards and it is never known whether the problem is ever solved. Suggestions may be given, but all too frequently, there is not a final response from the poster about which suggestion may have fixed the problem.
