Modem dials and hears dial tone but wont connect.......

I have a Dell Dimeniton Desktop (dont know the , I am at the library) Windows XP w/service pack 2, I have a US Robotic internal modem, its only a few months old.
 
I have tried all the troubleshooting steps, nothing has worked.
My modem dials and hears a dial tone but after it dials you can still hear a dial tone and it never goes through, the the operator will come on and say the time alloted for you to dial has been exceeded.
Nothing was changed or updated on my computer when this started to happen, it just quit working.
I called my ISP and there are no issues on that end and when I dial the regular phone # to connect to the internet I can hear the noises, for some reason when my modem dials it just stays a dail tone.
I changed the phone cord and that did not work either. The phone cord is connected directly from the wall to the computer.
I also uninstalled and reinstalled the modem software/drivers and I also tried moving the modem to a different port/slot and that did not work either. I cannot get online at all.
 
Any suggestions????

Sounds like you are having the same as me.I also am having trouble getting my laptop online.I know there is a wireless modem and another type called ethnet 10 100.I have worldnet att for a dial up internet provider and when I hook the phone line to the computer,I cannot get online.I am so tired of this.I didn't pay 1000 dollars to have a laptop that is realistically nothing but an overpriced paperweight!LOLO!!!You know what I mean?Capi'ce???

Well I never figured out what the problem was, I called the company I got it from and they keep
giving me the run around and it was not worth my time to sit on the phone all day for nothing
so I just went and bought a new modem and everything works fine now.
This is the 3rd modem I have had to replace in the last year and its getting old!
