My Network Places is empty, can't connect to network.

There is no content in the My Network Places....  When I click on view workgroup computers it gives me this error message-
 
"MSHOME is not accessible.  You might not have permission to use this network resource.  Contact the administrator of this server to find out if you have access permissions.
 
The list of servers for this workgroup is not currently available."
 
I can connect to the internet fine, I can even FTP into my web server at work, but I can see any LANs.

Could you please explain how your network is set up? (i.e. are you connecting to a router, hub, switch. etc.)  Are there any other computers in the MSHOME workgroup attached to the network and are they powered on?  Can other computers on the network connect to the MSHOME workgroup?

Which version of Windows are you running?  Do the other computers on the network have file and printer sharing enabled?  Are the other computers running firewalls that would block network access.  It sound like you are in an environment where you cannot control what is allowed on the network.

I use a lot of different networks (try to).  I have two networks at work, a wireless one, and one that I plug into the wall, which goes into the closet, it has a couple of hubs hooked up there, probably 10-15 computers hook into these networks, and like 3-4 servers.  I also have tryed to network in my apartment complex, I use the apartment buildings wireless, and the wall plugin, I don't know how these networks are set up.  I also try and connect to the wireless network at the university, same story, all connect fine, I can use the internet, but I can't use the network resourse, for this reason I doubt it is a networking problem but a problem with my networking software somehow.  I can FTP into a server at work.  I reinstalled the driver for my 10/100 controller.  I don't know what other software would be needed or if it could just be a setting somewhere that I am missing. 
 
I am using an Inspiron 5150 notebook with XP pro.

All networks seem to be functioning fine on other computers.

I have the same avact problem it definitly not the networks I am trying to connect to.
I only have this problem with dell laptops have a 5100 and 600m both have same problem. I havent been able to figure out what the problem is yet really ticking me off.
