Net problems with 2650 and XP DHCP and renewing lease

I have been searching for a solution to this problem that began about a month ago.  I am hooked up permanently via cable modem and have a 3com 920 NIC card.  I have downloaded the latest driver from dell solutions.  However, I keep  getting problems in renewing my lease.

Description:
Your computer was not able to renew its address from the network (from the DHCP Server) for the Network Card with network address 00065BBA21A9.  The following error occurred:
The semaphore timeout period has expired. . Your computer will continue to try and obtain an address on its own from the network address (DHCP) server.

It tries and tries and then finally after 6 hours from reboot, the lease expires and I lose internet connectivity. I have looked at the XP site and could only find a solution of reinstalling windows xp as a solution.  I did that yesterday along with all the updates and updated driver once again from the dell support site.  Still getting the error. Oh, yeah, I also removed and reinstalled the network card and still getting the error.  Here is how it finally ends.

Your computer has lost the lease to its IP address 24.229.159.127 on the Network Card with network address 00065BBA21A9.

For more information, see Help and Support Center at http://go.microsoft.com/fwlink/events.asp.

The browser has forced an election on network \Device\NetBT_Tcpip_{1AFF88D3-4417-4471-A476-EF5F80A1B19E} because a master browser was stopped.

For more information, see Help and Support Center at http://go.microsoft.com/fwlink/events.asp.

Your computer has automatically configured the IP address for the Network Card with network address 00065BBA21A9. The IP address being used is 169.254.212.75.

For more information, see Help and Support Center at http://go.microsoft.com/fwlink/events.asp.

Any help would be greatly appreciated.  The only other thing I saw in MS/XP solutions was that the Network card is faulty and not capable of renewing its lease.

Thankfully I still have a 3 year warranty if this is the case.

The symptoms suggest that the 3C920's OK, but the cable system DHCP server is refusing to renew its lease, or issue a new one. That's based on the fact that you can get to the Internet until the lease finally expires.

Does the PC receive a lease when it is turned on?

Have you tried shutting the 2650 and the cable modem off for five minutes, then turning the cable modem back on, waiting until its indicators show it's connected to the cable system properly, and then turning the 2650 back on?

On the chance that the integrated 3C920 is failing, have you tried disabling the integrated NIC in the BIOS and installing another NIC in the PC card slot?

Thanks for the reply.  I will try to turn off cable modem and unit for 5 minutes and reboot.  It will take 6 hours to see if it will work.  That is the time between lease renewals.

Yes, it does get a lease upon booting.  However, renewal is the problem.

I will first try this to see if the modem may need reset first.  I do have a netgear pmcia card that I can use in the slot if necessary.  I will try that next if the first suggestion doesn't work.

All this will take about a day to try each suggestion.   I will let you know how it goes.

I also forgot to mention, that I ran diagnostics against the intergrated nic in DOS and everything passed.

Excellent!!! Gotta watch out for blocking broadcasts. It's odd that the XP client tries to renew a DHCP lease using the broadcast address, 255.255.255.255. That should only be needed at the end of the lease, to see if another friendlier DHCP server can be found.

Thanks for the help in isolating the problem.  I got it!

Turns out the problem was zone alarm and the fact that I had previously blocked ip address 255.255.255.255.  As such, program control with zone alarm grabbed the request for ipconfig /renewal by the short hairs and wouldn't let it out.  Once I removed this entry from the blocked addresses, all was well!!

Thanks once again for helping me to rule out hardware.  BTW, the other NIC card behaved the same way.  Well, at least I have the most up to date windows xp.  Just hope all my other programs function with all the updates and reinstalls.  Time will tell!
