No Internet connectivity whatsoever after upgrading to Windows 10
Hello.
I am currently using a Dell Inspiron 2020 running Windows 8.1 Single Language. After I upgraded to Windows 10, I have lost all connectivity.
My Wi-Fi is detected and connected by my PC, but the connection is ALWAYS limited, even though the Wi-Fi works fine on all other devices in my house. Under the Network Adapter settings, my Wi-fi network shows "No connection" under IPv4 and IPv6.
The Ethernet Cable, too does not allow me to connect, always showing: "No Internet Access"
As a last resort, I tried Tethering the Mobile Network of my phone to the PC, that too, shows a limited connection.
However, every time i revert back to Windows 8.1, there are no problems with the connectivity. I have installed Windows 10 and reverted back to 8.1 four times now.
I have:
Realtek PCIe GBE Family Controller, Dell Wireless 1703 802.11b|g|n (2.4Ghz), and two Bluetooth Devices listed under Network Adapters. I tried updating the drivers, Windows tells me they are up to date.
Any help is much appreciated.

You are more than likely going to need a Windows 10 driver for your network card. Its seems that windows 10 is not loading a generic driver like it is for the wifi card. Unfortunately, Dell does not have any Windows 10 drivers for this system.

Will Dell be coming out with Windows 10 drivers for Inspiron 2020 in the future?

This is likely an issue because it is an "upgrade install". Upgrade installs always have significantly reduced performance and driver associated issues/conflicts.
Now that your system is a Windows 10 Single Language Device. Clean Reinstall Windows 10 Single Language, see here:
http://dellwindowsreinstallationguide.com/download-windows-10-oem-and-retail-iso/ (Skip the Initial Upgrade step, you have done this)
http://dellwindowsreinstallationguide.com/a-clean-install-of-windows-10/windows-10-clean-reinstallation-via-bootable-usb-from-iso/
After Windows 10 Single Language is Clean Reinstalled, provide any details from your device manager, such as hardware IDs:
