Any attempt to change the driver and I get a "windows has determined that the best driver is installed".

When you're attempting to change the driver are you trying to install a new driver downloaded from either Dell's support site or Conexant's?
Have you tried deleting all the drivers for that modem, reboot your system, and then allow Windows to try to find an innate driver for it? Maybe it can find one more compatible to Windows 10 than what you are currently attempting to install?
The data sheet for the Conexant RD02-D400 doesn't show driver support for Windows 10. In fact, it doesn't show driver support is available for Windows 8 or 8.1, either. Does your application require that specific modem or simply a modem for communications? I'm not sure if we can get it to work with Windows 10, to be brutally honest.
Let me know if Windows can innately install a driver that works, and if it doesn't I'll see what other info I can find.
Thanks for the info and suggestion. I did give it a try but still no luck. It's just not seeing a modem on any USB port although Win 10 knows exactly when it's plugged in and/or removed. My application doesn't require this modem, but a modem is needed to communicate with the front gate controller. I guess any modem that will work with a Precision M3800 and Win 10 would help. I just purchased this last April from Dell but maybe I need to see what might be available for my current configuration? I had an old Win XP laptop that I plugged the same modem into, downloaded the necessary drivers and attempted the needed gate controller login. Surprisingly it all worked great up until the end of the session where the modem was logging off and closing the port. Every time I tried this would cause Win XP to blue screen and reboot. Unless you (or anybody for that matter) has/have another suggestion, I think I'll need to roll Win 10 back to Win 7 on my wife's laptop (Dell Studio 1558). Hopefully this modem will work with that?
I don't know that I would roll back to Win7, personally. I would probably check your local stores and find a modem (or look online) that works with Win10 specifically, then try that. If this controller is something that you will be using going forward it may be worth the investment to see if it works. I haven't priced actual modems in a long, long time so no idea what the cost would be.

I did as you suggested and bought a new modem from Dell that was guaranteed to work with Win10. They sent me an exact duplicate (device ans drivers disk) of what I already had. I've since returned it for a refund. I can get the existing modem to work on my wife's computer (Win7 rolled back from Win10) but I'm determined to get it working with my Win10 system. I did try going to Control Panel/Devices and Printers/Troubleshoot but it says that this is n older modem and may not/will not work with USB 3.0 and to plug it into a USB 2.0 port. I did move it to a USB 2.0 port on my docking station and also tried disconnecting my system from the docking station and then plugging the modem into a USB 2.0 port on my PC. Regardless of the port used, 2.0 or 3.0, it gives me the same result "Conexant USB CX93010 ACF Modem can't work properly with USB 3.0.".
Do you or any other reader have any other suggestions?

I haven't used a dial-up modem in over 10 years.
I think if you expect USB 3.0 and Windows 10, you'll be looking a long time.
