Problem Connecting my leptop to smart t.v

Hi. Few days ago a bought the dell inspiron 3000 leptop. I have a samsung smart t.v and i cant connect the computer to the t.v. the computer does rocognize the t.v but says that windows does not give an approval.

it is important to say that i have been connecting my smartphine to the t.v all the time.
